If you set this to 'yes' , then any player-controlled unit with a Passengers= value set will automatically take off and leave the map when it has been filled with civilians (filled means it has reached its payload capacity as defined by the value held in its Passengers= statement). If you set this to 'no' then the transport will not attempt to leave the map unless you have defined a Trigger= and an Action= to make it do so. Civilian units are defined as those units from the InfantryTypes list in the RULES file which have Civilian=yes set.
