Can be set to 'yes' or 'no' and determines whether or not this object is considered as being civilian regardless of its Owner= meaning it is not considered by default in unit threat scans. In map files, all objects with this set are tested for when the 'Civilians Evacuated' Event= is used if CivEvac=yes is set on the map (see the Map Editing Guide).
