Holds values between 0 - 100 and represents the amount of neutral civilian structures that will be on the map. This cannot be set from the Random Map Generator and may not get used as the internal table of such structures that Tiberian Sun used for this purpose is not in Red Alert 2. It may be used for the allocation of the NeutralTechBuildings= although that is difficult to substantiate.
