Lists which other houses on the map are considered as allies to this house so it does not attack them or consider them in it's threat scan. NOTE: this is a two way deal, so if you made Americans allied with Russia, you must also make Russia allied with Americans in their section too - otherwise, Americans would not attack Russia or consider them a threat, whilst Russia would attack Americans.
