Although the official description claims that the flag slows down the computer's buildrate, it actually hinders the player's base construction (it is possible that the flag affects both the player(s) and the computer). If set, the flag significantly slows down the rate in which a player can build a single building (approximately by 25%).
Only works in the three difficulty sections ([Easy], [Normal] and [Difficult].
