Appears to have no effect in-game, although the flag is parsed and Yuri Clone does have this set as Template:TTL
It is theorised that this flag was intended to restrict access to certain units obtained via a Tech Secret Lab to specific countries, but that the idea of restricting access to such units was eventually abandoned (possibly for reasons of development time rather than gameplay).
