This flag does not appear to work if the weapon in question (Flare) is owned by a building.

• This cursor is displayed when used with BuildingTypes only.
• If this tag is used on a weapon of VehicleTypes,AircraftTypes,BuildingTypes Cursors from this tag will not work.
