This list of buildings is used as part of the build queue by AI players. Any buildings included in the list, provided the player has access to them, will be automatically interspersed with all other defenses, tech structures, and factories. There are no expressed limits for the number of BuildDummy buildings, though various factors affect their selection.
In the original rules(md).ini, the list just contains the standard low-tier base defenses. Though with the addition of side-specific defense lists in YR, it seems they are used more as a way to boost their odds in building selection.
