This flag lists the smudges to be used as craters, in order of increasing crater size. However, this list is merely a remnant from Tiberian Sun's development, and as such is entirely obsolete. In Tiberian Sun through Yuri's Revenge, craters are left as a combination of animation settings and weapon damage dealt to the cell.
In Red Alert 2 specifically, any SmudgeTypes with Crater=yes are considered for placement by the game, they do not need to be explicitly defined anywhere else.
