Specifies the multiplier applied to Speed of all AircraftTypes owned by this country.
Note
When I try increasing or decreasing the value AircraftTypes can still fly normally. It's like nothing happened. So I don't know. AircraftTypes What type of Locomotor is required in order to gain or decrease speed from tag SpeedAircraftMult
