Can be set to 'yes' or 'no' and specifies whether or not this object can be built and owned by all sides in a multiplayer game. This over-rides the Owner= statement although Prerequisite= requirements still apply. This may be obsolete, particularly with the advent of a third faction in Yuri's Revenge.
