This flag determines whether or not to display pips for a building to all players, rather than just the player controlling that building and the players he is allied with. Although PipsDrawForAll is parsed for all TechnoTypes, it will only have any noticable effect on buildings.
Which pips are displayed is determined by MaxNumberOccupants or PipScale.
