By default, the settings in Rules(md).ini and therefore maps, doesn't doesn't allow the Shroud to regrow.

To create an opaque Fog of War effect using the shroud, counter-intuitively, the shroud must first be turned off. Only with Shroud=no will ShroudGrow=yes take effect, and actually start encroaching on players, at the rate determined by ShroudRate, assuming it is greater than zero.

The caveat to this is that the entire map is initially revealed, although how important this is would be up to the players. If everyone is well familiar with the map, then not much will change.

There are map Trigger actions for both shrouding and revealing the map, that can be fired with zero delay upon loading, but both these actions have been known to cause Desyncs in online games, though safe to use in Skirmish games.
