I am not entirely sure what this does. It does not appear in the RULES file, but I would guess that it is residual from Tiberian Sun where it may have determined whether or not the terrain itself can be damaged, in other words whether or not the terrain is deformable as a result of weapons fire and explosions - an effect which is disabled in Red Alert 2. It may also determine whether or not 'smudges' are allowed to be produced on this map as a result of explosions.
