This flag lists the smudges to be used as craters, in order of increasing crater size. However, this list is merely a remnant from ts's development, and as such is entirely obsolete. In ts through yr, craters are left as a combination of animation settings and weapon damage dealt to the cell.
Instead, any smudges with Crater are considered for placement by the game, they do not need to be explicitly defined.

In Red Alert 2 specifically, any SmudgeTypes with Crater are considered for placement by the game, they do not need to be explicitly defined anywhere else.

This obsolete flag lists the SmudgeTypes to be used as craters, in order of increasing crater size, however this list is merely a remnant from Tiberian Sun's development.

Instead, any smudges with Crater=yes are considered for placement by the game, they do not need to be explicitly defined.
